Part-Time and Temporary Toll Collection Services 2026

The Delaware River Port Authority (DRPA) is seeking qualified firms to provide part-time and temporary toll collection staffing services in support of its toll bridge operations.

DRPA owns and operates the Benjamin Franklin, Walt Whitman, Commodore Barry, and Betsy Ross Bridges.

The selected consultant will be responsible for supplying part-time and temporary toll collectors and providing the personnel management, administration, training, scheduling, and related support necessary to perform the required services.

Scope of Services

Services related to toll collection personnel include:

• Recruiting, interviewing, selection and hiring

• Personnel administration

• Uniforms and identification badges

• Training

• On-site management

• Shift scheduling in accordance with DRPA requirements

• Timekeeping, tallying and payroll administration

• Employee evaluations

• Counseling and disciplinary actions, including reprimands, suspensions and terminations

How to Respond

All proposals must be submitted electronically through the DRPA SAP Ariba Network.

Firms interested in participating must:

1. Be registered on the SAP Ariba Network and complete DRPA's supplier registration questionnaire.

2. Request an invitation to the solicitation event by emailing Amy L. Ash at alash@drpa.org.

3. After receiving the Ariba invitation, access the RFP and contract-specific documents directly through the DRPA Ariba Network.

4. Complete and submit the required proposal and supporting documents electronically through Ariba by the deadline.

If a response to the solicitation invitation request is not received within two business days, resend the request and copy vendors@drpa.org.

Important: Firms should confirm that they can access and upload files through Ariba well in advance of the submission deadline.

Late, faxed, emailed and hard-copy proposals will not be accepted.

DRPA will only consider proposals from firms that have obtained the RFP and contract documents directly from the Authority. Contract documents are not transferable for proposal purposes.
