The Philadelphia Parking Authority (PPA) is inviting qualified landscaping and grounds maintenance companies to submit sealed bids for landscaping services at its administrative building, parking garages, and Economy Lot at Philadelphia International Airport.
This opportunity is particularly relevant to businesses providing commercial landscaping, lawn maintenance, groundskeeping, and exterior property maintenance services.
Scope of Services
The selected contractor will provide all necessary labor, equipment, tools, and materials to perform landscaping and grounds maintenance services at designated airport facilities.
Services include:
1. Grass Cutting: Maintain grass in designated areas surrounding the airport parking facilities.
2. Weeding: Remove weeds from assigned landscaping and grounds maintenance areas.
3. Edging: Perform edging along designated landscaped areas.
4. Trash & Debris Pickup: Collect trash and debris in designated areas surrounding the garages, Administration Building, and Economy Lot.

Important Dates
Mandatory Pre-Bid Meeting: Thursday, October 29, 2026, at 11:00 AM ET
Mandatory Site Visit: Immediately following the pre-bid meeting.
Deadline for Questions: Thursday, November 5, 2026, at 12:00 PM ET
Sealed Bid Submission Deadline: Thursday, November 19, 2026, at 1:00 PM ET

All prospective bidders must attend both the in-person pre-bid meeting and the site visit to be considered eligible.

How to Respond
1. Register as a Bidder: Complete the Bidder Registration Form on the Philadelphia Parking Authority's procurement website before downloading the bid documents.
2. Review the IFB: Download Bid 26-22 and review all specifications, required forms, and contractual requirements.
3. Attend Mandatory Meeting: Participate in the October 29 pre-bid meeting and site visit.
4. Submit Questions: Submit written questions through the Authority's Question Submission Form by November 5 at noon. The form will be activated after the pre-bid meeting.
5. Submit Sealed Bid: Deliver your completed sealed bid to the Philadelphia Parking Authority before November 19 at 1:00 PM ET.
